Is cannabis legal in Mozambique?

Cannabis is illegal in Mozambique.

Mozambique is a significant trans-shipment point for cannabis, with a domestic market for its production and consumption.

The cannabis market is more of an informal industry than a criminal market monopolised by organised criminal groups.

Following the legalisation of cannabis cultivation for industrial and medicinal purposes in neighbouring Malawi, production of the drug in Mozambique may have increased for the purposes of transnational trafficking.

  • Would decriminalise (Article 36) recreational use of cannabis and legalise (Article 34) medicinal use of cannabis.
  • Would allow only authorised possession and cultivation of small amounts.
