Is cannabis legal in Rwanda?

Cannabis is illegal in Rwanda.

Though the consumption of cannabis products for recreational purposes remains illegal, legislation legalising medical use of cannabis entered into force in 2021.

Cannabis is the most consumed and trafficked illegal drug in the country, and Rwanda is a trans-shipment point for regionally produced cannabis, as well as a minor destination market.
